As stated above, you usually have to disavow links in severe cases of web spam and negative SEO attacks or manual actions. In case your site was massively spammed or already penalized and you have no way of removing those links, then you can use the Disavow Tool without any limitations to try and fix things.

The Google Disavow tool allows you to notify Google about low-quality links and instruct them not to consider those links when evaluating the website on the basis of:
- Backlink quantity/quality
- Spammy links

Google actually makes it difficult for some sites to find the Disavow Tool in the Google Search Console, as majority of sites don't need it. The reason behind using this tool is when you know the link is bad and your SEO is responsible for the bad links.
