Buying PBN is not a good idea. You will end up spamming your own link profile.
Instead if you build them, then hire some help to get the job done. Say, hire some content writers to build the content for them. Or, hire some good professional to spread the content through proper channels and submit them to the paid directories.

If you can, just build them. The domains and hostings are only the things that is going to cost you. Else than that you will just need some content writer if you can't build content for yourself.
