For promotion just follow the general steps as social media marketing, PPC etc.
And if you ask that which is the best blogging platform then I will say its 'wordpress'.

Best blogging platform its obviously wordpress. And, for promoting your blog you should do it where your audience lies such as facebook groups, linkedin groups, discussion boards, outbound marketing channels etc.

Wordpress is the best no doubt. But, now-a-days Drupal and Joomla are also doing good.
