Are Bing ad campaigns really hard to run that everybody go running for adwords when it comes to running an ad campaign?

In our niche which arts and crafts. The Bing PPC has much higher bids that it is in adwords. So, with my limited budget adwords campaigns are far more flexible than Bing's.
