Does Mobile resolution has something to do with SEO? I mean what if my page get opened in a mobile handset which has very low mobile resolution or maybe not even a smart phone.

The fact that actually matters is that whether your site is mobile optimized or not. If its optimized then it will get opened in a device without any problem. I assure you that.

And No, mobile resolution has nothing to do with SEO. Unless the page shows a timeout. Everything will work just fine.

Resolution won't matter. Either it will load or not.
