I agree with Paul it's definitely not the way to go. It's simply an obsolete tactic, and Google is well aware of it. Part of the problem identification revolve around i.p. addresses and suspect "bad link neighborhoods" as Matt Cutts put it. There are much better link-building options available today.

Link wheel is a technique in which three or more websites are linked with each other and they are done for SEO purpose. It is not a good technique as it is risky, of search engine bots recognise it then your site will be penalised.
