Bring in influencers to promote your app. Make a press release while you first launch it. Try to get as much as positive reviews you can.

Have a proper business plan. Just doing a PR won't help you much in getting downloads.
Market it through proper channels. Not just free but paid too. Represent the app in a way to your audience that they needed it.
