If you are about to start your first Email Marketing Campaign then what are your first moves?

The first focus should be building on a good email list first. If you can't then buy them but from reliable source only because there are plenty of scammers out there.
Then build a relationship with your subscribers through friendly emails and free offers. Personalize the emails as much as you can.
The next step will be pitching them offer or whatever you you want to sale. Now here is the trick you have to persuade them but not too much. Send only offers once or twice a week. That's how to can keep them relevant.

First question will be whether do I have or not a reliable email list. If yes then how can I engage that audience with maximum exposure. Set up my goals and how to move forward in order to achieve them.
