Most links on the internet are the paid ones. If the source is reliable then go for it. But just make sure that it doesn't look like that you have bought it.

Based on the price of the service, does it match the price? If the service you speak has a reputation and you feel it is not as cheap as the $ 5 fiverr service (bogus service that will pull your site down to the grave)

Ofcourse, It matters. Getting backlink through a high DA and good alexa sites always matters, whether it is free or paid. It helps to draw traffic towards your sites also add the quality backlinks for your website.
