Well it depends on what role they are assigned for.

Moderators can do many part such as building content, regulating the forums, controlling content flow, flushing out spamming members etc.

I agree with you completely. Moderators role are ought to be for what they are assigned for. I many forums I see that moderators play partial admin roles too.

I general Moderators role is to control the flow of content in any forum site.
