It is considered as cost effective because of many reasons.
If your email list is organically grown then it is obvious that you will get something in return from it. People often react to emails fluently rather than facbook or twitter messages.
It covers up all type of platforms such as desktop, tablets, mobile phones etc.
Emails are way much larger in number than any social media network accounts. And also they are very trust worthy rather than any followers or fan base.

You are targeting the audience which is already aware of you. You have gained their trust and its easy to make a sale if the audience already trusts you. And also it hits the audience directly so it more effective.
