Is there any tool or general process in order to determine whether a backlink is quality one or not? Please share your opinions.

Link from high authority sites. From relevant hosting page, with relevant anchor text and the remotely linked page has also to be relevant, all these factors have to meet to say a link is truly of high quality. There is no tell that can determine that so you will have to do it manually by yourself.

Generally, links from high quality relevant pages are considered as quality links. But it also depends on the context that the page is actually referring your page or not also depends, along with proper anchor text.

Back links are links from other websites to your website – is the most effective way to improve your rankings.
Consider these factors for quality back links :

- Link sholud be from a relevant source
- Link sholud be from a trusted source
- Exact/phrase/synonym match anchor link text used
- On a page with PageRank
- Next to backlinks to authority websites
- From a different source to your existing backlinks
- Not reciprocal
- Few other backlinks on the page
- Not easily acquired

Links that are hard to get such as editorial links from a blog that you can't control has more value then forum and blog comment links which you can alter.
