Small Businesses don't have much budget to spend. So, I will suggest that start promoting your mobile app or site via free means first such as doing SMO. You can also try facebook sponsored ads at a low price of $5 per day. And when you will be getting conversions then you can try the big ad campaigns such as Google Adwords.

For small businesses I will suggest promote it through the proper channels. SMO is good option but you need filter the most targeted audience first according to geography, age, sex etc.
