Which email service is the best to download and maintain multiple email accounts?
I personally prefer Thunderbird.
Use any email service such as the ms outlook. They shall do it. But if you have any other requirements then you have to check with them manually.
Which one sends automatic replies?
None. These are not ESP's.

These above mentioned services are email clients not email services. You have to look for ESP who can send mails in behalf of you.
