Many provides the resources and/or the guidelines about writing them. And otherwise, don't. I am telling you from the writer's perspective.
Depends on the niche and also the availability of the resources. And not to mention the creator has to think of the success rate of the whole PBN.
Or, many people just write their content themselves.

Content curation is a fast and efficient way to produce content of acceptable quality with minimal effort. This method consists of gathering a list of quality articles on a particular topic and then adding your own remarks and comments.
If you hire anybody then you can guide them to write content. You can give a short training to take quality work.
If you want to create content for your PBN then you can hire a content writer. Also, you can use the free content creator tools.
