Can any link tool assess link's merits automatically?

What do you mean by assessing merit? Most of tools show them the direct source of any link. So, its better to evaluate them by yourself.

Any all in one link tool such as SEMrush or Ahrefs should give all the details you need.

Actually I have looked into these tools. They are just too expensive for me, right now.

Free tools doesn't provide detailed information. All link tools who can get your job done are more less priced as the above mentioned ones.
