A site which is blog actually has been hit by manual action penalty. How to recover from it quickly? The penalty is for outgoing links.
The shortest trick will be. Use any plugin that makes all outgoing links nof-follow and then just notify google. Using the disavow tool will take much more time.

Ofcourse its fast and effective. It will not matter that how many many links you have. Because Google will know all outwards links are just no-follow.
Thanks, It helped me lot. I got rid of manual action penalty in just two weeks.

I believe it just shows in the webmasters tool console.
Its a good and effective technique alright, there's no doubt.

We did it to our support forum. It also faced a manual action as it had a lot of outgoing links through signatures.
