I am not talking about actual money. I am talking about percentage out of the entire SEO budget.
Give or take 3-5% of your SEO budget, I would say.
There is no fixed percentage for that. It depends on the market of the keyword and also the niche.
I do agree with no one can exactly tell the amount or percentage of money they spend.
