Should a site has to be SEO optimized before running PPC Ads?
No. I mean you can do it but its not necessary.

That's point of every Ad campaign to get traffic just by spending money.

But should optimize if you site has a ridiculous user interface and extremely hard navigation. The reason behind this is that you may spend money and get some traffic but if these minimum requirements arn't meet than you will just loose money for nothing (no conversions to speak specifically).
It is not necessary to do SEO to run the ads, because SEO is Free way of advertising where as SEM or PPC is the Paid kind of advertising where we pay money to get instant results.
Its advisable to optimize your content and webpage before running ads because it will help to generate more traffic from various external sources.
Any kind of optimization is much better than without it. So if you want to - do it and it will be only better, but you can not worry about it, as a whole.

No, It's not necessary! you won't need to make your website SEO optimized before running any ads for your services promotion...
I didn't even understand why Op asked this question in the first place. These are two completely different things.
if your website is poorly designed or has slow load times then it could hurt your conversions.
