How to promote and get members to a sub-reddit?
Ask members to join your sub-reddit outside of reddit.
I tried a few years back but I failed horribly.

Reddit also allows paid ads. So, maybe you should give it a try too.
You have to try and participate in it exclusively then you ask to join your sub-reddit.
