I would have suggested Getresponse. But since you are looking for low cost ESP so I will suggest Aweber. Its the best for least amount of money.

I agree Aweber is the best possible option here.
And to OP why did your account closed in Mailchimp anyway?

I would like to suggest you MailGet.You can send emails to reach your prospective customers via Amazon SES and many other SMTP. MailGet is a lot affordable than any other email marketing service.
