CPM rate in adsense is $0.50 but clicks are getting only $0.02, why? Shouldn't it be around $0.50 too?

Clicks and CPM rates are totally different things. They have basically different bidding systems so they works totally in a different way.

Exactly correct. And not to mention who is clicking and from where is also very important. A click from US will earn far more than a click from say Indonesia.
