If a small blog is moved from http to http, will it help it to get ranked better?

Well definitely it will give some boost. As google is pushing this matter as much as they can.

It may give a boost. But eventually in long term the blog will fall to its original ranks.

If your site doesn't do any money related transactions or such of sort then its completely unnecessary.

If you don't need it then don't do it. Google may now rank you high but it will fall as time passes.
