Its is not necessary to any site to be mobile optimized. Many large site arn't but they do just fine. Now, the real question here is that does your audience lies in the mobile devices? If yes then should do it otherwise why bother.

In my opinion small blogs doesn't even need to be mobile optimized. Static sites do just fine even if they are not mobile optimized.
