Nope. These days volume attacks are disguised as regular traffic, so no they are not enough.
And also firewalls are not designed to safeguard from large volume based traffic. They are the ones responsible for bad few bad traffic.

A firewall helps but isn’t enough. You need rate limiting, load balancing, and DDoS protection from your host.
