I am trying to building content for my site and learning from SEO articles, some said I need to use site linking, it is better for building links on your site. So, What does site linking mean exactly?

Are you talking about site's internal linking or getting backlinks?

Site links can be made by two ways: Interlinking & Back-links. Which approach do you want to choose?

Referring one site to another site is called linking, it's mostly gives by the anchor tag.
Majority it will used in SEO, with the link exchange, directory submission, Social Bookmarking etc...
