One of my friend has a forum. Its very content rich in its own niche but still its lacking activity. My friend & his team is adding content regularly and also building links to get traffic & exposure. But still no response. They are using phpbb right now as script.
To make a forum attractive phpbb isn't the answer. It will take some money but try Xenforo they have plenty of options that makes a forum very attractive. If it has already good content then its very advantageous. Elements like 'thumbs up' or 'likes' always helps if you ask me.
Forum isn't only about being attractive. How much traffic does it gets?

Most forums doesn't have much members base that actually contributes among the total visitors crowd. What you need is plenty of visitors. Build a good backlink profile so that you can get plenty of exposure atleast a 1000 per day.
Choose a forum theme that really attractive and promote it through different channels.
Create more and more content its the simplest answer.
If its content rich then try to promote it properly. People often don't do that and then a forum fails.

Through social channels and groups.
To make the forum interesting it must have an active moderator or admin to handle the site and maintain the members activeness.
