No they absolutely not in SEO.
I have heard that Google Partner certification is being sought by many agencies nowadays, it tells them that they are good for Google in general.
Yes, they buy it from others but if you don't have knowledge the certification means nothing.
Google AdWords certification can really make difference and add value to your knowledge & resume, it depends on what aspect you consider/looking for.
