Does Social Bookmarking really helps?? In order to get links and getting ranked.

No they don't have any effect in SEO. They are only good for outreach.

Yes, they are useful but you should only use those websites that are at least a year old. There are many fresh social bookmarking sites which hardly provide any exposure to our website.
