Thanks,

It's nearly impossible without link building.
without links, you can rank a page but not the whole website, and that too on the #1 page of Google!

Single pages are worse when it comes to ranking. Unless your internal linking is strong. Which again will come to this that which pages are ranking well so you can link from them.
Agree, single pages websites are hard to rank!
A ranking issue refers to a problem or challenge that affects the way that items or entities are ranked in a particular context. Rankings are used in many different fields, such as sports, academics, and search engines, to compare and evaluate different entities based on specific criteria.

In the context of search engine optimization (SEO), a ranking issue might arise if a website is not appearing as high in search results as it should be based on its relevance and authority for a particular search query. This could be caused by a variety of factors, such as poor website structure, lack of high-quality content, or low-quality backlinks.

In the context of sports rankings, a ranking issue might arise if a team or player is not ranked as highly as they should be based on their performance. This could be caused by a flawed ranking system, biased judges or referees, or other factors that affect the accuracy and fairness of the rankings.

In any case, a ranking issue can be a significant problem for the entities involved, as it can impact their reputation, visibility, and success in their respective fields. It is important to identify and address ranking issues as quickly as possible to ensure that entities are ranked fairly and accurately.
With a strong on-page, you can rank your site/pages to some limit! to compete with others, you've to do link building! If you don't have a budget, you can build links yourself.
