Is it legal to rewrite other people's articles and it will affect to SEO rankings...
People rewrite them all the time. You just have to know how.
If the content is fresh/unique, it will be more valuable in terms of SEO.

You can take an article from Google itself and then re-write it.

You will be able to outrank even Google if you play your cards right.

This fresh content and unique content theories, is the biggest fraud of this internet age.
No, not unless you have permission from the copyright owner of the article. Copying an article and pasting it into a newsletter (whether that newsletter is distributed internally or externally) or onto the company intranet or network will likely be an infringement.
No, it is not legal. You cannot legally copy an article from another site onto your site. Yes, you will be breaking the copyright laws if you do so.
No, It is totally Illegal. If you do this then your website or blog will be suspended or your rank dropped.
Try to create unique content for your site.

Yes! many does. You can rewrite anybody's article but you should know how to rewrite. Should not do copy and paste just try to re write those article in your own language. coping others article is illegal but writing those in your language is not.
No. That would be violating the copyright of the newspaper in question. If you can find the article online, what you can do is copy and paste a sentence or two, describe the article and then link to it.
