I am literally confused right now about what to do. I can a get a backlink from another language site (other than English) and it has high DA/PA. Will it be helping my site to rank? or, can it hurt my site?

Language of a site does not depends. It will help as long as it is relevant to your site's niche.

language is not related to any backlinks if they are quality ones then it useful for your site.
