How to block permanently some pages?

How to block permanently some pages from search engines to finding them? Using robots.txt file, will be enough? I have seen that in many cases search engines just crawl and index them anyway.

It is more preferable that you use .htaccess file to do it if you want to block the pages permanently. Blocking through robots.txt file is more of a suggestion rather then a command.
