Which site produces the best? I am not looking for any ESP based services. Independent template providers will also work for us if they are proved to be good.

In my opinion instead of looking for email template providers. Look for templates themselves. You will find amazing templates even for free.

If you have enough money then go on hire a builder for yourself instead of hiring any service for that.
Templates have to be somewhat unique and also fits you & your audience. Along with these it has to be enough to take care of the purpose that you intended to do with those emails. So, a lot of tweaks, testing and changes needed to be done even if they got build in front of you. So, do the math yourself.

Just pick a good template or two and stick with it. You don't need a third party service for it. If you do then you will probably end up spending more money than needed.

I have picked some. But I don't know how they are going to respond in respect to CTR.
