No, maybe 10 years ago it was possible. Now its just not effective.

Its a huge waste of time from what I have seen. People often block numbers and all.

Well I don't agree with it entirely.
Basically marketing through calls or any medium depends on what basis or how you have gathered or got the phone number.
If the owner of the number is aware that he or she might be receiving calls for marketing purposes then I don't see a problem here.
