I have made a brand new site just for mobile devices. No, here lies the question that should I re-submit the sitemap of ii again through the webmasters tool. Or, just let it be.

I didn't quite understand your query here. Does the site has a whole new version like a HTML one, you have just optimized the main site according to mobile devices?
If the site doesn't contain any different version then I don't see the point of re-submitting the sitemap. It will be crawled and indexed by the search engines anyway.

For XML sitemaps you will need to re-submit it in order to get your new webpages crawled faster.
