Buying targeted traffic that converts

Where can I buy targeted traffic that actually convert? I have tried adwords and facebook both but no luck.

I think you are not doing it right. Get your campaigns checked by a professional PPC Manager.

Usually adwords get the job done. How much experience do you actually have with adwords?

Actually I have run quite a few campaigns for several products. Those have big budgets but this doesn't have much so my guess is that its causing for it.
