I have one site for just one state. And another site is for country. Will it create a copywriting problem? I mean both sites have many similar pages and same content.

Why would you build two separate site anyway?
If you need another separate section for your product or service then just create a sub-directory for the state in your country website. And yeah since they are two separate sites so there is a copywriting issue for sure.

Because the audience from the state are totally different from the country.

Just Frank said two sites are not a good idea.
I think you should merge them.

yes if the content is placed on two different domains, then it will definitely cause some copyright issues or duplicate content issues, so change the content of sites as soon possible to avoid any penalty from Google.

Then why sites like amazon doesn't get penalized? They have copied content for each of their product.
