There is no specific time for that. And no one can tell you. It may take years for a forum to reach the Critical Mass phase.

I agree there is no specific time span.

Work hard. Be online all day, add content as much as you can. And promote your forum through proper channels.

Work hard build content all day everyday. Build a good link profile for your forum. Eventually you will hit it.

What do you mean by critical mass? Is it tons of traffic? Well, if it is a lots of traffic you need to established your site first and it will take time.
