People are draining money literally to get their site mobile optimized and still the organic rankings of their sites are not getting any better.

People can spend their money wherever they want. And moreover spending money in mobile optimization doesn't mean that they will rank well. If say their audience doesn't belong in the mobile audience then what's the point.

Its demand based. Spending money isn't the factor here.

It will only matter when its spend in the right direction. If your majority or most of the visitors reside in the desktop audience then its irrelevant to spend money optimizing you site for mobile devices.
