It can only be done through content and promoting the content in the channels from where the targeted audience will come naturally. Build content first hot topics, threads, discussions on current affairs everything and its not enough you will also have to build tutorials and long type informative posts.
Now while building content simultaneously you will also have to promote it. Do it through forum signature links, guest posting, social groups etc. Once you have hit the critical mass of your forum it will grow exponentially.

Content attracts content. If you have a ton of content in your forum then its easy to grow it organically. As search engines will send you traffic and the traffic will turn into members as you have plenty of content to keep them in your side. So, build content regularly and as much as you can.
