How old does a blog has to be to get accepted in GA and what are the traffic requirements?

There are no hard and fast rule for traffic. And for North American and European countries its 3 months old and for the rest is 6 months.

The fact is that there is no traffic requirement. If you get 10 targeted uV's per day but then also you can apply and get accepted by adsense.

Correct Google doesn't care about the number of traffic. But it surely does about its quality.
