What should be the minimum budget to start a stable PBN network? Considering all the options such as purchasing domain, hosting, site templates, hired content writers, publicity etc.

Well it kind of depends on how big you want your PBN. If you are looking for a small network consisting of 5 sites then $500 to $800 is a decent budget.
