Using same phrase in headline and first paragraph

Using same keyword phrase in the headline of an article and in the first paragraph. Will it be considered as keyword stuffing?

No, it is not. But writing the same phrase more than one or two times can be considered so be careful. Only mention in those lines which are extremely relevant.

It would be absolutely fine, you shouldn't have any worries at all.

This will not count in keywords stuffing. You can use 3-4% Keywords in your article make sure that you have describe well keywords
