Does an active site is needed to get accepted as Affiliate?

I am new to the affiliate marketing world. And I have some ideas of a new site which I am intending to build recently. But I want to be a partner with a reputable affiliate program first. Does it really needs an active site to get accepted as an affiliate? I mean to get the site active it may take some months time as I have to gather content and backlinks.

Some affiliate programs have really strict rules to have a site first but not all of them. Contact them via support read their FAQ's. I am sure you will find some. But don't be disappointed on not getting on some popular programs. Wink

Some does and some doesn't. You should contact them by yourself.
