Google Adsense is the best Ad network for small publishers in my opinion. Its easy to use and more to earn . Only you have to have quality content and decent amount of organic traffic.

Google Adsense is the best paying network that's for sure. But many publishers get rejected in it due to lack of quality content. So, they have to be careful. And if you are looking for CPM networks then there are plenty of good option such as Adcash, Adversal, Conversant Media etc.
