There are two theories:
First theory:
Keep changing the keywords for a webpage till the time you find the correct combination. The combination that works! It is natural to keep updating the content on a page and thus the keywords assigned for a page can also be changed! Keyword Mapping is not a 'once-done-its-done' thing. Rather it is supposed to be altered till you find the correct match.
Second theory:
If you keep changing your keywords for a webpage then it can harm your rank in the SERP. Google may also consider it to be a spam. For the sake of stability you will have to be patient with a particular keyword-url combination. And should avoid too many changes.
