I offering a checklist to my users in exchange of their email addresses. So, when they sign up they get a list of resources. Here is the query should I send them the list to their email addresses so they can download it through the given link or just make it available at the page when they enter their email addresses.

It will be wise that you send the list link to their email addresses. In this way you will get confirmation too that they are entering their right email addresses.
