Where to find a good Android Developer? I have tried many site such as Upwork, freelancer, even fiverr. And now I am sick and tired of it. I don't know what to do.

I haven't heard of anybody who is disappointed in Upwork. People usually find some good professional in Upwork.
You can try Elance or Wantedz. They are also a good alternative to Upwork.

Are you looking for an app developer? If yes you should probably try out the forums too. There are plenty of professionals looking for work there too.
