How can I improve my ad position so that I can get a better CTR?

You can certainly can bid higher to get your position improved. But see position increase doesn't necessarily mean that you will get a better CTR.

You and your competitor may bid at the same amount of money but the one with better QR (Quality Score) will get better position and hence good CTR.

I agree focus on Quality Score. Just bidding higher won't make any difference.
